Job Summary
An exciting opportunity to work as a leader in health finance for
the Benton County Financial Services Department, and operate as a
key business and strategic partner with the Benton and Linn County
Health Centers and County Health Department.
Job SummaryThe Health Finance Officer for the Financial Services
Department (FSD) is responsible for managing and leading the Health
Finance Management (HFM) function. The HFM function includes direct
services provided to the Health Department (HD) and Community
Health Centers (CHC) related to financial oversight and reporting;
coordination and administration of health care grants; and
implementing and/or maintaining effective internal controls for
both business and financial management. The Health Finance Officer
plays a strategic role for the HD and CHC related to both policy
development and budget planning. The position participates as
leader in formulating policy and budget strategies that work to
meet the goal and objectives of each Department, as well as the
County.

This position provides flexibility to work as a hybrid (combination
of remote and on-site) as long as it does not interfere with the
ability to build strong working relationships and attend required
on-site meetings. The initial training period may require a period
of on-site presence to gain understanding of job expectation and
responsibilities.

- Annual salary range of:
- $82,415 - $127,743.
- This position guarantees two salary raises within your first
year as long as your performance is in good standing!
- As of June 7, 2022, the Benton County Board of Commissioners
gave advanced approval to implement the Employment Cost Index (ECI)
for the period ending June 30, 2022. The ECI is a quarterly
economic series published by the Bureau of Labor Statistics (BLS)
that details the growth of total employee compensation. The ECI for
the period ending March 31, 2022 was 4.7% and the ECI for June 2022
is scheduled to be released on July 29, 2022 by the BLS. Benton
County observes this index to make appropriate adjustments in pay
and benefits over time. We expect that the June announcement to be
similar if not greater than the March 2022 ECI. Benton County will
be adjusting individual pay as well as the salary ranges for all
non-represented positions retroactively to July 1, 2022 to reflect
the announced ECI.
- For most employees who take advantage of health benefits the
salary only makes up 60% of their total compensation. The County

Minimum QualificationsThe following minimum qualifications are
required for this position:
- Bachelor's degree from an accredited college or university in
Accounting, Business Administration, Public Administration, or
related field; AND
- 7 years of work experience in Public Sector or Non-Profit
Budgeting, Financial Analysis, or Accounting that includes at least
3 years of supervisory work experience.
- Supervisory experience includes the authority to hire,
terminate, assign, reward and discipline other employees.An
equivalent combination of education and experience may be accepted.
Please note there is no equivalency for the 3 years of supervisory
work experience.

Preference will be given to candidates with major coursework in
accounting, business or finance, along with direct finance or
business experience in a health related field (i.e hospital,
community health center, behavioral health clinic).
Candidates with the following knowledge, skills, and abilities are
preferred:
- Compile and analyze financial data related to health care
programs and craft recommendations to management regarding funding
strategies, program effectiveness, future directions, etc.
- Apply principles, practices, and procedures of program
development, program coordination, and program management;
specifically with moderately sized programs with public involvement
and a high degree of visibility
- Good skills in business writing and report preparation
methods
- Communicate clearly verbally and in writing
- Prepare, read, and interpret policy documents, complex
financial reports, and statements
- Demonstrate a high attention to detail
