Telework eligible Yes as determined by agency policy- Duties Summary Located in the US Department of Agriculture (USDA), Agricultural Research Service (ARS), Corvallis, Oregon 125,000 square feet facility, the incumbent will oversee the day-to-day and long-term facility operations of multiple research units, includes management and monitoring of building maintenance and repair for four major office/laboratory buildings, five greenhouse/head house complexes and a variety of other special purpose/ storage buildings on federal and Oregon State University land. Learn more about this agency Responsibilities - Develops and maintains annual and long-range standard operation and maintenance plans and procedures for the buildings and associated facilities. Develops courses of action for the efficient use of facility assets to support research needs. - Prepares repair and maintenance proposals and facility upgrade recommendations for budget review and approval. Prepares statement of work (SOW) for all facility modifications and repair projects. - Coordinates directly with engineering and contracting staff and with representatives of architecture and engineering firms to ensure that projects satisfy needs of the Location. - Plans and supervises maintenance of grounds surrounding the physical facilities at the location including driveways and parking lots, fences, buildings and landscape. - Acts as facilities contact to appropriate ARS personnel in response to emergency notifications from fire and police regarding incident and the required entry of federal facilities for investigation and action when required. Qualifications At the GS-11 level: Qualifying experience includes one year of specialized experience equivalent to the GS-09 grade level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, experience overseeing daily and long-term facility operations and managing and monitoring building maintenance and repair for multiple office sites, laboratories, storage buildings. OR Education: Successful completion of 3 full years of progressively higher-level graduate education leading to a degree in engineering, industrial arts, property management, or business administration or LL.M if related to a field of study that provided the knowledge, skills, and abilities necessary to perform the duties of the position. OR A combination of education and experience as described above. At the GS-12 level: Qualifying experience includes one year of specialized experience equivalent to the GS-11 grade level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, experience overseeing daily and long-term facility operations and managing and monitoring building maintenance and repair for multiple office sites, laboratories, storage buildings as well as perform any required special services to support the location's mission. Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement,including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level.). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education The GS-12 level, does not have an education qualification requirement.
