HOPE Council The Housing, Opportunity, Planning, and Equity (HOPE) Council is the collective council engaged in ending homelessness in Benton County with a vision that everyone in Benton County should have the opportunity to live in decent, safe, and affordable housing. The council values are to use data to drive assessments, prioritization and accountability, take a comprehensive systems and multi-sector approach, engage and involve the community, prioritize vulnerable populations, and promote racial and ethnic justice. 10-Year Plan Diverse partners throughout Benton County established A Ten-Year Plan to Address Issues Surrounding Housing and Homelessness in Benton County, Oregon which outlined goals and strategies for assuring that "everyone in Benton County has the opportunity to live in decent, safe, and affordable housing." The Plan consists of 31 strategies spanning 6 broad intervention areas. The broad intervention areas are as follows: Community and Organizational Systems & Policy Change. Comprehensive Care Coordination. Prevention. Street Outreach & Rapid Response. Housing. Community Integration & Neighborhood Belonging. THE POSITION The incumbent is responsible for the development, implementation, and ongoing maintenance of the HOPE program. Responsibilities include coordinating and facilitating meetings of the HOPE Council, a multi-jurisdictional and cross-sector coordinating body responsible for operationalizing the Benton County 10-Year Plan ("the Plan") to address homelessness and housing instability. The person in this position has appreciable latitude to assess, plan, coordinate, implement and evaluate a comprehensive, integrated approach to service delivery for people experiencing homelessness or at risk of becoming homeless in Benton County. Essential functions include but are not limited to the following:Facilitate and Coordinate the HOPE Program. Create an effective internal and external communications plan to keep stakeholders engaged, informed and in alignment with HOPE Council vision and priorities. Engage in regular communication and planning with a host of community organizations to ensure community programs are effectively coordinated and implemented through proactive planning and messaging. Develop data collection systems to determine the extent of homelessness in the county. Provide/coordinate/support programming intended to enable those who are homeless to move into, remain in a stable housing situation, and maximize their self-sufficiency. This may include limited emergency services including shelter, rental housing, and pathways to home ownership. Research and recommend evidence-based practices using the practice of evidence-based public health (EBPH), databases and national learning communities. Implement and coordinate programming to address the 6 Intervention areas and 31 strategies identified in "the plan" which have been shown to reduce homelessness and increase access to affordable housing and related supportive services. EDUCATION & EXPERIENCE REQUIREMENTS Bachelor's degree from an accredited college or university in public administration, public policy, business administration, communication and other related field. 5 years related experience including experience facilitating and coordinating multi-stakeholder programs, effective internal and external communication, research and implementation of best practices, data and care coordination systems. Special Requirements Proven results in program system design, coalition building, and collective impact strategies. Demonstrated experience in developing successful community relationships with stakeholders and elected officials with diverse interests. Strong, effective facilitation and communication skills. Ideal Candidate Profile The ideal candidate will have a demonstrated history of:Working with elected officials, community leaders, and stakeholders. Coordinating large community projects involving citizen engagement. Building strong team and organizational relationships. Bringing together groups with different perspectives to identify and achieve a common goal. Subject matter expertise in homeless and housing solutions such as Housing First, Frequent Users Systems Engagement (FUSE) etc. Conducting research and presenting findings and recommendations to decision makers. Playing a lead role in strategic planning involving community development programs. This position might be filled at a lower level dependent on experience and education level. TOTAL COMPENSATION: Annual salary: $58,576 - $73,220 annually; DOQ/E.
